On April 8, Li Zaiyong, the CPC Municipal Committee Secretary of Liupanshui, emphasized at the 1st Review Meeting of Project Construction Inspection 2015 that the leadership at all levels of the organization must study and implement the important thought put forward by the CPC General Secretary Xi Jinping about poverty alleviation and development in Ningde that we must vigorously promote the consciousness of "making an early start for weak birds", the spirit of "constant dropping wears away a stone", and the working style of "to implement immediately", carry out project construction and promote industry development, and spare no effort to be out of poverty.
　　Representatives of the inspection team, lead by Li Zaiyong, Zhou Rong and Huang Jin, successively inspected the new countryside construction of Dier Village of Luobie Township of Liuzhi Special District, cherry base located at Dayong Town, Guizhou Tiancili Food Technology Co. Ltd. in Pan County, Demonstration Plants of Foxconn Technology Group, High-efficiency Utilization of Coal Gangue of Zisenyuan Group, Panjiang Mining Machinery Co. Ltd., Da La Immortal Valley Leisure Agricultural Sightseeing Garden in Huashi Township, Guizhou Qiangui Tianeng Company, Green Guizhou · Liupanshui · Shuicheng County Yew Ecological Garden, Miluo Kiwi Industry Park, Guizhou Zhuoyuan Zhixin Photoelectric Science & Technology Co. Ltd., Guizhou Xinrongke Cotton Textile Company, Guizhou Sancai Micromotor Co., Ltd., Guizhou Zhufu Fangyuan Science and Technology Development Co. Ltd., Red Bean Industry Park in Zhongshan Economic Development Zone, and Yuanneng New Energy Electric Motorcycle Manufacturing Company, and rejoiced in the vigorous development of traditional industries and inspiring industrial upgrading and transformation from place to place. In the future, they will stick with the primary strategy to promote primary industry transformation, secondary industry transformation and tertiary industry optimization without sacrificing the development speed, environmental quality or safety production, and promote project construction to catch up with advanced cities and build a well-off in all-around way.
　　Li Zaiyong praised the remarkable achievements obtained during the past few years under the guidance of the primary strategy and with the adherence to the basic principles for development, ecological environment and safety, and the important decisions and deployment made by the CPC Liupanshui Municipal Committee and Liupanshui municipal government. Through this inspection tour, we have just witnessed a confident and accelerated development in counties (special districts, districts) and industry parks, with intellectual clarity, strengthened awareness, popping-up measures, significant progress have been made in industrial transformation and upgrading, urban-rural overall development, enterprise transformation and development, ecological environment construction and mechanism innovation. Departments at all levels must do everything possible to improve economic efficiency through the coordinated development of parks, industries, enterprises and the environment.
　　The book Out of Poverty by Xi Jinping collects important speeches and articles mainly about Xi Jinping working as prefectural Party committee secretary in Ningde. It presents his important thoughts on poverty relief and development from perspectives of strategy, dialectic, systematic, innovation and bottom-line thinking, and manifests the highly integrated logics of theory, practice and history. With this book as a scientific and important guidance, departments at all levels must thoroughly study, understand, and implement earnestly the spirit of Get Off Poverty.
　　Li Zaiyong emphasized that we must thoroughly study and acquire a profound understanding of the dialectical relationship between underdeveloped areas and the possibilities of having them taking initiative to become better-off, and to be confident and determined to help those in need to shake off poverty  ideologically, rather than only materially.  With the confidence that an area suffered from poverty still can have chances to act on floundering economy and lift its people out of poverty and concrete plans under the guiding principle of building a moderately prosperous society, the city will comprehensively promote its urban construction to make Liupanshui a circular economy pilot city, a regional hub in central and western regions, an international-standard resort, and an attractive tourist destination. To specific, we should implement the guidelines of the Party Central Committee and the Provincial Party Committee based on the practical situation of Liupanshui, keep economic development as a central task and adhere to the primary strategy without sacrificing the development speed, environmental quality or safety production to promote the transformation and upgrading of the industries, thus paving a path of modernized agriculture development featuring local characteristics and good ecological environment, as well as a reasonably-structured new industrialization with preferable benefit, and a flexible and sustainable modern service industry.
　　For this purpose, Li Zaiyong demanded that, we must thoroughly study and understand the campaign proposed by President Xi Jinping “chorus on economic development”, and take more effective ways to get off poverty. We should strive for a balanced development of industrialization, urbanization, agricultural modernization, and cultural tourism, and promote the construction of various projects, such as integration of coal, electricity, phosphorus, aluminum, steel and chemical engineering, five emerging industries in the field of electronic information, medicine & health, high-efficiency agriculture, cultural tourism and building materials, and the “three 1 million projects and five 1/2 million projects”, just name a few. Also, we should take full advantage of the local conditions, accelerate the reform of changing rural resources into equities, funds to share capitals, and villagers to investors, stimulate internal motivation for rural development, promote industrial restructuring of agriculture, develop rural collective economy, and increase the income of rural population. All members from the Party and government organs, relevant departments and the social masses must cooperate and actively participate in the development of the city and play their due roles.
　　Li Zaiyong requested an in-depth learning of Xin Jinping's point in the philosophy of "constant dropping wears away a stone". He pointed out that we should make unremitting effort and be realistic to take initiative measures. Everyone must be responsible and brave to face all the difficulties in the road ahead, and try their best to find a fundamental solution to poverty and achieve relative affluence. Although it is still a long way off, the strong will and pragmatic way can ensure a complete victory.
　　Based on the guiding principle of the General Secretary Xin Jinping, economic growth cannot be achieved at the cost of environment degradation. Therefore, to get out of poverty, we should deepen the reform and take innovative measures by setting up the concept of green development and promoting heavily green development, cyclic development and low-carbon development, ensuring a beautiful environment with green mountains, clean water, and fresh air. We should keep the ecological construction as the lifeline of poverty alleviation and promote the development of impoverished region in an ecological way. We should promote the three-year project of building "Green Guizhou", carry out simultaneously the tasks of forestation, rocky desertification control, industrial development, environment improvement, and scenic spot construction, make great efforts to maximize the ecological and economic benefits, and social and tourism values.
　　Li Zaiyong stressed that, we should thoroughly study and understand General Secretary Xin Jinping's important statement about the relationship between the reform and opening-up and the poverty alleviation, so as to get rid of poverty in the spirit of reform and an open mind. That is, to push ahead poverty alleviation with an open mind, seize the opportunity of counterpart assistance, intensify the "going out" and "coming in" strategy, promote cadre to renew ideas and open minds, so as to speed up the poverty alleviation process. Since the Chinese President announced the initiative of “One Belt, One Road”, great strategic opportunities are provided for economic development in cities along the Yangtze river. We should use the opening up policy appropriately, integrate resources development with opening up, take the advantage of policies, such as aiding the poor in the extremely poor areas, Opinions of the State Council on Further Promotion of Sound and Rapid Development of Guizhou Economy & Society, and a new round of western development, and call attention of the society to assist the development in poor areas. We should establish an open platform to push forward poverty alleviation, speed up the construction of park platforms, enterprise platforms, industry platforms, project platforms and business platforms to enhance internal motivation for development.
　　Handling of letters and calls of complaints, site office, survey research and propagation of the Party’s guidelines and policies at the grassroots level by leading cadres, and the organized working style without delay put forward by General Secretary Xin Jinping, as Li Zaiyong stated, must also be implemented in our daily works for poverty alleviation. A qualified and promising cadre must strictly adhere to the mass line of the Party and implement these guidelines. We should be diligent and honest to establish a clean and efficient government that is free from corruption and incompetence, and spare no effort to provide increased happiness to the people. Besides, the seminar about the idea raised by President Xi of “being stringent and honest,” requiring officials to “aim high with their moral standards, be cautious in using their power, be strict in self discipline, be solid and reliable in business dealings and be honest as a person will be hold in the near future. We should resolutely and vigorously implement the work assigned to us, keep improving our capability and investigating on initiative measures, and embed the working style deeply in the routines of Party members and cadres at all levels. As requested by the anti-corruption campaign, we must comprehensively and strictly govern the Party, correct bad working styles of cadres, and build a team of Party members and cadres that always adhere to the Party’s principles, be generous and honest, and with integrity and courage.
　　Acting in this spirit, Li Zaiyong urged all related departments to stay motivated with perseverance and smoothly and efficiently carry out the work in the second quarter of 2015. The targets and tasks in the entire first half year might be tough, however, with strengthened determination and clear division of responsibilities, we can overcome stress and focus on the key points to achieve the goal.
　　We should give priority to project construction and further promote reform by attracting more foreign investment and take good care of safe production.
　　We should resolve the existing problems in ways of finance and taxation increment, business output and element support, and provide favorable platforms for enterprises to speed up development. We should make full use of the advantages of circular economy, mountain-featured agriculture, and healthy tourism to push ahead the characteristic and diversified development.
　　During his conducting of the meeting, Wei Xiongjun asked departments at all levels to adhere to the important guidlines, earnestly carry out project construction, so as to push forward the economic development of the city. We should carry out the poverty alleviation work, keep ecological construction as the lifeline of getting rid of poverty, vigorously promote the development of ecological agriculture, stereo-agriculture and high-efficiency agriculture, and make great efforts to pave a way of characteristic development with "flexible mechanism, optimized industry, public well-being, and ecological beauty". Relevant supervisions must be put into place as soon as the orders are delivered. A chorus comprising the government, the institutions and the society, as well as the opinions from grassroots will provide joint contribution to the completion of all tasks as scheduled.
